Monaco is famously vertical, but a satisfying run does not have to be a hill session. The most forgiving option follows the eastern waterfront from Larvotto through Mareterra, then continues towards Port Hercule with the sea close by and several sensible places to turn back.
Larvotto and Mareterra provide a rare stretch where the Principality opens out beside the Mediterranean. Larvotto has a shaded public promenade above the beach, while Mareterra is described by its official site as a largely pedestrianised district with a waterfront connection between Larvotto and Port Hercule. Its Prince Jacques promenade follows the coast between the new marina and the Grimaldi Forum.
That makes the eastern shoreline useful for runners who want to avoid committing to Monaco’s steep interior streets. It is not completely level, and it is not reserved for sport, but it gives you choices: repeat the calmest section, turn back at Mareterra, or continue west towards the harbour when conditions are comfortable.

Begin on the promenade above Larvotto beach and settle into an easy pace. This is a shared public space with restaurants, beach access points, families and service activity, so treat the opening section as a warm-up rather than a place for speed work.
Continue into Mareterra using the signed pedestrian paths. The coastal promenade and landscaped public spaces provide the clearest waterfront running, but slow down around the marina, bends, seating areas and anyone crossing your line.
Beyond the Grimaldi Forum area, follow legal pavements and crossings towards Port Hercule. Expect a more urban rhythm and possible changes of level. Quai Albert Ier is a logical finish when access is open and the harbour is not occupied by a major event.
Larvotto works best as a gentle opening. Start wherever you can join the promenade without obstructing an entrance, then run west with the water on your left. Keep the effort conversational while you assess the surface, foot traffic and any deliveries or maintenance.
The municipal rules governing public-space occupation require a clear pedestrian passage on the Promenade du Larvotto. That is useful context, but it does not make the promenade a training lane: walkers, mobility-aid users and beach visitors retain equal use of the space. Pass only when there is ample room and avoid weaving between groups.
Mareterra is the section to repeat if you want a simple out-and-back session. The district’s public realm includes the Prince Jacques promenade, landscaped paths and the small marina of Le Petit Portier. Run by observation rather than assumption: use the obvious public route, respect any signed private or residential boundaries and reduce speed where sight lines tighten.
If you are running for a set duration, turn around before the route becomes busy and retrace the waterfront towards Larvotto. This gives you a more predictable session than forcing a fixed distance through central Monaco. GPS reception and map traces can also behave imperfectly around dense buildings, so time and effort may be more useful than chasing an exact kilometre count.
The continuation from the Grimaldi Forum area to Port Hercule is the route’s decision point. It links two important waterfront areas, but the connection uses Monaco’s urban pedestrian network and should not be presented as a single flat seaside path. There are crossings, changes in pavement character and the possibility of short inclines.
Continue only if the streets are calm and you are comfortable running in a city environment. Otherwise, turn back at Mareterra for a cleaner waterfront session. If you do reach Port Hercule, finish on a public section of the harbour edge without entering working marina areas or temporary event compounds.
An early start usually gives you more space, but “early” should still mean daylight and conditions in which you can see the surface clearly. Summer heat can build quickly, while wind and spray may make exposed waterfront sections uncomfortable. Bring your own water rather than planning around a fountain or business being open.
Keep headphone volume low enough to hear bicycles, service vehicles, warnings and other people. Stop at crossings, keep right where practical, and slow to walking pace around congested corners. A promenade can look empty for one minute and fill quickly near beach entrances, restaurants or an arriving group.
If you need to stop, step fully out of the flow before checking your phone. Benches and viewing areas are rest spaces, not turning markers, so approach them slowly and give seated visitors room.
