19th Council of Europe Conference of Ministers Responsible for Sport

The 19th Council of Europe Conference of Ministers Responsible for Sport takes place at the Grimaldi Forum Monaco on 3 and 4 November 2026. Convened during Monaco’s Presidency of the Committee of Ministers, the high-level meeting will bring together ministers, senior government representatives and major international sport stakeholders around a shared priority: creating safer and healthier sport for every child.

The conference is organised by the Prince’s Government in partnership with the Governing Board and Secretariat of the Council of Europe’s Enlarged Partial Agreement on Sport, known as EPAS. Its role is to support cooperation between public authorities and the sports movement, translating common principles into policies that protect integrity, participation and human rights across European sport.

Safer and healthier sport for children

The official theme places children’s wellbeing at the centre of ministerial discussion. The meeting provides a setting in which governments and sport organisations can examine how sporting environments can become more protective, inclusive and responsive to young people’s experiences. The programme forms part of wider Council of Europe work on safeguarding, health, ethical governance and the rights of participants in sport.

Delegations are expected from Council of Europe member states, EPAS members and partner institutions. The announced participant framework also includes European bodies, international sport organisations, anti-doping and integrity organisations, representatives of the Olympic and Paralympic movements, and civil-society networks working across sport, education and human rights.

A European policy meeting in Monaco

Ministerial conferences provide an opportunity to align national priorities, exchange experience and identify common action on challenges that cross borders. In Monaco, the focus on children connects public-health concerns with the need for safe participation, responsible leadership and meaningful consultation with younger generations.

The organisers have confirmed the dates and venue, while the detailed programme and registration arrangements are to be published separately. No public daily timetable is currently stated, so professional delegates should consult the official conference channels for the latest participation information.
